About the consultation

In 2019, the States Assembly declared a climate emergency. They asked for the Government of Jersey to write a Carbon Neutral Strategy. The Strategy asked for a Citizens' Assembly on Climate Change and a long-term climate action plan to be produced for consideration by the States Assembly. The Carbon Neutral Roadmap is the name given to the long-term climate action plan.

In June 2021, the Citizens' Assembly published their recommendations for how Jersey could best become carbon neutral by 2030, and following that the Minister for the Environment called an in committee debate for politicians to consider the suggestions.

The Government of Jersey released its Preferred Strategy for tackling the climate emergency on 2 November 2021, setting out position statements that provide the basis for the detailed plans and policies within the draft Carbon Neutral Roadmap, which has now been released for consultation.

The draft Carbon Neutral Roadmap sets out the detailed policies to reduce Jersey's carbon emissions and set the Island on a path to a net zero future.

Following this consultation and any amendments, the Carbon Neutral Roadmap will then be taken forward for consideration by the States Assembly in April 2022.

Responses to the consultation

Carbon Neutral Roadmap Consultation Response Statement provides responses to the feedback received from the public consultation process in relation to the full set of policies as proposed in the draft Carbon Neutral Roadmap.  

The consultation feedback has been analysed by officers and the response statements discussed and agreed by the Assistant Minister for the Environment who has been delegated the responsibility for the Carbon Neutral Roadmap by the Minister for the Environment. The final Carbon Neutral Roadmap has been updated to reflect these changes.

As part of the consultation of the draft Carbon Neutral Roadmap the Government of Jersey commissioned 4Insight to carry out a number of independent focus groups. The purpose of this was to establish the views of a cross-section of Islanders on the Roadmap and the policies detailed within the Roadmap. The Carbon Neutral Roadmap Consultation Focus Groups Report summarises the findings from these focus groups.
