Please confirm the staffing levels of the States Greffe communication team, both currently and as of 2020?

Please provide a copy of a structure chart outlining titles, a brief outline of each role and their respective grades? This should encompass permanent staff, contracted personnel (both fixed-term and temporary), as well as any vacant positions.

On 1 January 2020, there was one permanent Communications Officer (Grade CS10) post within the States Greffe. Following the growth bid approved by the States Assembly in 2019, a Digital and Public Engagement Team was recruited during 2020. The Digital and Public Engagement Team undertakes functions beyond communications, but all roles within the Team have been listed for completeness. Roles are full-time unless otherwise stated.

In December 2020, the Team consisted of the following positions:

  • Head of Digital and Public Engagement 
  • Communications Manager (post renamed from ‘Communications Officer’)
  • 2 x Communications Officers (post renamed from ‘Communications Assistant’)
  • 2 x Research and Project Officers  
  • Publications and Data Editor 

Team size = 7 full-time (3 of which were ‘communications roles’)

As of 30 April 2024, the Team consisted of the roles shown below.  For each one, the Civil Services (CS) Grade is shown, and a brief description of the role is provided.

Head of Digital and Public Engagement (CS14)

Lead and direct all aspects of the States Greffe’s digital and public engagement work, setting the strategic vison and objective to deliver educational and historic projects, more effective use of States Assembly data, agreed reform of public elections law and public information about general elections, in order to ensure that the States Assembly is more engaged with the public of the Island. In doing so, provide confidence in the operation of the States Assembly, holding to the highest standards of integrity and professionalism.

Digital Communications Manager (CS11)

Lead the implementation of the department’s digital communication strategy, whilst overseeing and supporting offline communication activities, all designed to engage and inform Islanders about the States Assembly – Jersey’s elected parliament. Demonstrate a positive impact on achieving the outcomes and objectives set out in the Digital and Public Engagement Strategy, as a deputy to the section head.

Campaign Manager (CS11) part-time

To develop and manage the delivery of proactive, insight-led campaigns, designed to engage and inform Islanders about the States Assembly – Jersey’s elected Parliament. Demonstrate a positive impact on achieving the outcomes and objectives set out in the Digital and Public Engagement Strategy, as a deputy to the section head.

3 x Communications Officers (CS9) 2 x full-time; 1 x part-time

To engage and inform Islanders about the work of the States Assembly – Jersey’s elected parliament, including its Committees and Panels, by delivering effective, accurate and timely communications content and advice.

To deliver key information to target audiences in an accessible format, utilising a range of communication channels. Frequently liaising with senior colleagues and States Members in the development of campaign plans.

Take an active role in helping to deliver a measurable positive impact on the target outcomes and objectives set out in the Digital and Public Engagement Strategy.

Creative Content Producer (CS9)

To produce creative design, animation, photography and video content that engages and informs Islanders about the work of the States Assembly – Jersey’s elected parliament – and encourages voter turnout under Jersey’s official election campaign brand: Vote.je. Taking an insight-led approach, the post-holder should be able to demonstrate how their work contributes to achieving the outcomes and objectives set out in the Digital and Public Engagement Strategy.

2 x part-time temporary roles (CS11) 

Supporting the development of the new States Assembly website. 

Intern (CS5) part-time

To support the delivery of the Digital and Public Engagement strategy.

Team size = 10 of which 5 were full-time and 5 were part-time (and of which 4 were ‘communications roles’, 3 of these being full-time)

On 30 April 2024, the Team also held three vacancies for the following permanent roles:

Education Manager (Job Description under review)

To develop and lead the delivery of an education strategy that will help to inform, empower, and excite children and young people in Jersey to engage with the States Assembly – Jersey’s elected parliament and use their voices to influence the future of Jersey. Continue to develop and lead on a collaborative approach to embedding political education in Jersey schools and colleges, working in partnership with a range of stakeholders across the education sector to help improve the implementation of the Citizenship Curriculum. Help to deliver a culture of high civic engagement amongst young Islanders and embed lifelong voting habits, demonstrating a measurable positive impact on the target outcomes and objectives set out in the Digital and Public Engagement Strategy

Outreach Manager (CS11 – recruitment live)

To develop and lead the delivery of an insight-led outreach strategy that will help to inform and empower Islanders to engage with the States Assembly – Jersey’s elected parliament.

Establish a collaborative approach to engaging with Islanders by developing relationships and working closely with a range of external organisations, including industry bodies, community groups, the voluntary and community sector, and the Parishes.

Help to develop a culture of high civic engagement in Jersey, demonstrating a measurable positive impact on achieving the outcomes and objectives set out in the Digital and Public Engagement Strategy.

Digital Marketing Apprentice (JD under review)

To support the delivery of the department’s digital marketing strategy, whilst also supporting offline communication activities, all designed to inform and engage Islanders with the States Assembly – Jersey’s elected parliament. Demonstrate a positive impact on achieving the outcomes and objectives set out in the Digital and Public Engagement Strategy, as a deputy to the Digital Communications Manager.
