Jersey College for Girls and Jersey College Preparatory Schools: 2024 - 2025 Fee Increases

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Jersey College for Girls and Jersey College Preparatory request by governing body to increase fees for the academic year 2024/25

 

Report Title: Fee increases for fee-paying provided schools –  Jersey College for Girls and Jersey College Preparatory School

Exempt (Article 33(b))

Decision(s):

The Minister approved the fees for the 2024-25 academic year proposed by the governing body of Jersey College for Girls (JCG) (£2,666 per term) and Jersey College Preparatory (JCP) (£2,609 per term), an increase of 8.0% in order to meet anticipated costs.   He further decided to request the approval of the Minister for Treasury and Resources for fee increases, in accordance with the requirement of the Public Finances Manual that the Minister for Treasury and Resources should be requested to endorse fee increases above 2.5% in accordance with the Anti-Inflation Strategy and to permit the use of additional income in meeting the forecast additional expenditure.

Reason for Decision(s):

To meet the requirements of Paragraph 13A of Part 3 of Schedule 4 (as per Part 5 paragraph 19(2)) of the Education (Jersey) Law 1999 which requires that the fees set by the governing body are approved by the Minister.

Resource Implications: The fee increase for JCG is forecast to result in additional income of £151,000 for financial year 2024 and £452,000 for financial year 2025. The fee increase for JCP is forecast to result in additional income of £76,000 for 2024 and £226,000 for 2025. Expenditure will increase by a matching amount.

 

Action Required: In accordance with the Public Finances Manual, to request the approval of the Treasurer of the States, under delegated authority, for the fees in respect of Jersey College for Girls and Jersey College Preparatory to be increased by more than 2.5% and to permit the use of the additional income to meet increased costs. To advise the governing body that the Minister has approved the increase in fees.
