About the consultation
This supplementary planning guidance, in the form of draft development briefs, has been prepared to support the positive development of sites rezoned for the provision of affordable homes under Policy H5 of the bridging Island Plan. This guidance is working alongside the planning policy framework established by the bridging Island Plan.
This guidance has been prepared following engagement with the Department of Infrastructure and Environment (Transport and Operations), (Drainage), and (Land Resource Management).
The consultation programme will include a formal consultation with relevant ministers including the Minister for Housing and Communities and the Minister for Infrastructure, with the connétables of those parishes where land has been rezoned for the development of affordable homes.

Additional context for the consultation
The sites identified in Policy H5 – Provision of affordable homes of the bridging Island Plan have been specifically zoned to meet the need for new affordable homes. These sites have been selected through a process of identification and approval in the development of the plan.
To deliver new affordable homes on these sites, the Minister for the Environment has to prepare a housing development brief. This guidance is aimed at those involved in the planning and design of the affordable housing sites to guide the progression of plans, and to help ensure that these schemes meet the objectives of the bridging Island Plan.
It's also designed to provide those with an interest in any of the affordable housing sites, including parishioners and neighbours, with guidance and advice about the key issues on each site that need to be considered during the planning process.
The consultation is issued in draft to enable consultation with landowners and their architects, the public, ministers and other States Members prior to review and adoption.
This guidance will become a material consideration in the determination of planning applications. Any planning application on these sites is therefore expected to be generally in accordance with this guidance, once adopted.

Draft supplementary planning guidance was prepared and published for consultation in May 2023. This generated constructive feedback, and the Minister has carefully considered the responses received and has made changes to the draft guidance to enable publication of these revised development briefs.
