Work at height: scaffolding inspections

​Regulation 27 of the Health and Safety (Management in Construction) (Jersey) Regulations 2016 requires the relevant contractor to ensure that if work is carried out at height, suitable and sufficient measures are taken to prevent any person falling a distance liable to cause personal injury. 

The Regulation sets out specific requirements for scaffolds, from which a person can fall a distance of two metres or more, to be examined and inspected and for these to be recorded in writing. 

A competent person must ensure that all scaffolding has been inspected as follows:

  • ​following installation/before first use
  • at an interval of no more than every 7 days thereafter
  • following any circumstances liable to jeopardise the safety of the installation e.g. high winds

The written record of the thorough examination/ inspection must include: 

  • the name and address of the relevant contractor of the relevant construction work
  • the address of the construction site
  • a description of the relevant construction work
  • the date and time of the inspection
  • details of any risk that was identified 
  • any action taken to control that risk  
  • the name and the address of the competent person who carried out the inspection

Recent fi​ndings

​The Health and Safety Inspectorate has carried out several proactive visits recently where either, the thorough examination certificate has not been received from the scaffold company, or the certificate has not been present on site. 

Visits have also identified that the 1 in 7 day checks are not always being documented or are poorly written.
