A note in the States of Jersey accounts for 2015 (page 92) says: "Interim staff whose annual cost exceeded £100,000 were appointed without following the prescribed recruitment process including the requirement for SEB (States Employment Board) approval."

I would like to know how many staff appointments the above statement refers to and in which departments they were appointed.
B
I would like to know the actual cost and duration of each appointment.
C
I would like to know if any of the appointments were of people previously employed by the States. If so, were they previously employed by the same department and/or in similar roles?
D
If they weren't hired using the prescribed hiring process, I would like to know which hiring process they were hired by.
Response
These positions were hired into Social services during 2015. A general authorisation was provided by SEB in July 2014 to hire externals to resolve skills gaps. Any costs referred to reflect the total actual costs and includes contracted cost of role and do not reflect payments to individuals.
A and B
Eight Interim staff for the Children’s Social Services team within Community and Social Services whose annual cost exceeded £100,000 were appointed solely on the discretion of the Acting Head of the Children’s Social Service without following the prescribed recruitment tendering process during latter half of 2014 and 2015.

They were hired direct from specialist interim agencies following an interview either face to face or by telephone.
