Gaspe House (FOI)

When Dandara built Gaspe House on the Esplanade, they took down an archway dating back to 1647. Could you please advise me:

A

Was Heritage informed about this?

B

Was Planning and / or Heritage permission given to dismantle this archway?

C

If permission was granted, what conditions were put in place with regard to the protection and future use of the archway?

D

Where is this archway currently being stored?

E

Have the SOJ done anything to ensure that this is being stored in an adequate way for the protection of the stone?

F

Is there a plan in place for it's future use?

G

Can you also please tell me what Dandara has donated in the way of art on this project? I thought that was now a requirement on builds of this size?

Our consultees for matters relating to the Island’s heritage of land and/or buildings are the Historic Environment Team (HET) who are part of the Department of the Environment.  HET were consulted 9th September 2013.  A copy of their response is available via the online planning register.

There is no requirement to consult Jersey Heritage, although they would have had the opportunity to comment on the application during the publication period. 

B and C

The planning application was approved by way of Ministerial decision on 4 March 2014.  

Condition 14 was imposed as follows:

‘Prior to the commencement of any demolition works on site, a scheme identifying the arch and ocular window to be removed, arrangements for their temporary storage, details of the person or body specialising in this procedure appointed by the applicant and a timetable for their reinstatement in a location to be agreed before re-construction, shall be submitted to and approved in writing by the Minister for Planning and Environment. The approved scheme shall be implemented in accordance with the details agreed with the Minister for Planning and Environment and thereafter retained and maintained as such.’

The archway and ocular window are stored at Dandara’s compound in St Mary.

There is no stipulation in the permit regarding how the archway or ocular window should be stored.

The Department has yet to agree a plan for its future use. There is a possibility that the archway or ocular window may be offered to either the National Trust or Jersey Heritage but to date no firm details have been agreed.

G

There was a requirement for Percentage for Art (PfA) in respect of the scheme. This has taken the form of improvements to the public realm to the building frontage with street furniture and quality granite setts (cobbled edging for paving stones) etc.
