There are no paid breaks for civil servants.
Shift-based manual workers have paid breaks. Manual day workers have a paid tea break.

Each shift is inclusive of a paid tea break not exceeding 10 minutes in duration and a paid meal break not exceeding 30 minutes in duration.
The working hours of manual day workers are inclusive of a morning break not exceeding 10 minutes in duration, but exclusive of the mid-day break, which may be limited however to a period of 30 minutes by arrangement between the chief officer and the workers concerned.

There is no policy in place to permit the civil service pay group to have a half day for Christmas shopping.
An early work finish on Christmas Eve may be granted at the discretion of local management but this will be in line with service needs. There is no right for civil servants to this concession.

Taxi costs incurred within the Education Department relate predominately to pupil travel as provided for in the Education (Jersey) Law 1999:
- The Minister may make such arrangements for the provision of transport or otherwise as the Minister considers appropriate for the purpose of facilitating the attendance at school of a pupil.”
- The Health and Social Services Department has excluded patient, escort and children’s fares.
- In addition some taxi journeys may have been recorded against travel and therefore it is not been possible to identify with certainty whether local or overseas.

Not all civil servants and staff receive free parking. There are some senior officers who do have a specific parking space allocated and some other staff who have access to free parking facilities should they choose to use it, on a first come, first served basis for operational use at sites outside St Helier where limited alternatives are available. The provision of free parking is currently under review.
The provision of a car parking space by an employer to an employee is specifically exempt from tax as a benefit in kind under Paragraph 13 (page 246) to Schedule 2 of the Income Tax (Jersey) Law 1961.

Therefore, neither the employee nor the employer is required to report the provision of a car parking space to the Taxes Office.
The exemption specifically relates to the provision of a car parking space and hence does not include the provision of parking season tickets, the provision of parking pay cards, payment for a private parking space rented by the employee or the payment of a parking allowance.
Exemptions from benefits in kind
These should be reported by the employee on their personal tax return in the “benefits” box. The employer would also have to declare the value of the provision of parking season tickets, the provision of parking pay cards and payment for a private parking space rented by the employee on their annual benefit in kind return. If the employer paid a car parking allowance this is treated as taxable pay and is reported by the employer and employee as such.

Health and Social Services | 88 | HSS provide designated (restricted and controlled) parking spaces to specific post holders free of charge on a first come first served basis. These are all either at the hospital or the ambulance station. They are for staff who largely have on call/emergency commitments or who require their car in the course of their duty. There are many other HSS sites around the island that have free parking facilities but these are not staff designated and can be used by patients, carers, visitors and staff. Facilities Management Team members are restricted to park for a maximum of 3 days per working week. The remainder of designated permit holders have no restrictions. |
