Chief Executive pay (FOI)

A recent news item in the Bailiwick Express stated that there are eight States employees who are on a higher pay grade than John Richardson. Could you please supply me with:

• The names of these eight people

• The position they hold

• Their current salary

• The size of their pension pot

In the article in the Bailiwick Express, the reference to the eight people who are paid higher than the Chief Executive’s pay band is incorrect. Having looked at the article, we believe that the comparison, which is incorrect, has been taken from tables 4.3 and 4.4 as published in the Financial Report and Accounts 2015.

In table 4.3, Mr Richardson’s salary and allowances are identified as £205,000 to £210,000.

Table 4.4 shows total remuneration (which include salaries and wages, benefits, any redundancy payments and pension contributions paid by the States) and not just basic pay. Mr Richardson’s total employment costs (remuneration) would fall within the band £230,000 - £239,999 as highlighted on the table with a red circle.

Therefore, only three people in table 4.4 had a higher total remuneration package than Mr Richardson in 2015.

The identification of these people is protected under Article 25 of the Freedom of Information (Jersey) Law 2011. One of them is no longer employed by the States of Jersey.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
