Request

A

How much money does the government generate from the sale of personalised number plates in Jersey? (Breakdown year by year from 2007 2017)

B

What is the most expensive number plate somebody has bought?

C

Where does the money go? Is it ringfenced to the DFI or is it used elsewhere?

Response

Jersey does not have personalised vehicle number plates. However low digit and interesting vehicle number plates are auctioned and sold by the Driver and Vehicle Standards Department (DVS).

B

JSY1 achieved a ‘hammer’ price of £65,000 at the 2013 DVS auction.

C

All income under the Public Finances (Jersey) Law 2005 is payable to the Treasurer of the States. DVS set a budget target of £100,000 in 2013 for auction income, as a 2013 Comprehensive Spending Review target, which reduced the net cash limit of the department.

Income over this level may be utilised to offset shortfalls in other DVS income lines, offset related “transport” expenditure or can be utilised for other purposes subject to obtaining further permissions from the Treasury and Resources Minister. Net underspends remaining at the end of the year may be rolled forward to the following year subject to Council of Ministers and Treasury and Resources Ministerial approval.

In the previous three years permission has been given to utilise additional income for capital improvement works, such as vehicle test station equipment replacement (MD-T-2014-0128), vehicle registration system replacement and upgrade (MD-T-2016-0081) and bus shelters and road safety schemes (MD-T-2015-0094).
