Response

Policing Events: Current legislation does not require any individual or organisation to pay for police services used at a public or private event. This is currently being addressed and new legislation, lodged with the Privy Council in July 2017, is awaiting Royal assent. Upon introduction, events will be assessed on a matrix with those commercial events, run solely for profit, attracting cost recovery options. The full economic cost for a uniformed constable is currently £55 per hour. Rates charged would be higher if overtime was involved and for officers in higher ranks as part of any necessary command structure.

The total number of States police officers deployed to police Jersey Live in 2016 was 31 on each of the two days. This would equate, approximately, to a total cost for policing of £27,280 (62 officers x 8hrs x £55p/h).There were also 35 honorary officers involved in traffic control duties in the surrounding area .

In 2015, a total of 70 officers were used over the two days and the organisers were invited to contribute £20,000 towards the cost of policing the event. The request was declined.

The number of States Police officers deployed to assist with the 2016 International Air Display was eight. Six officers were located at the event and two officers in the police control room. This was an eight hour commitment for each officer and the total cost was approximately £3,520, (8 officers x 8hrs x £55 p/h). No contribution towards the cost of policing was requested or received.

Please note that the new legislation for the charging of police services does not extend to the Honorary Police
