Please kindly provide:
A
The number of developments that are yet to be built despite being granted planning permission.
B
The number of planning applications received for housing last year, and the amount of these that were approved.
C
A breakdown of the type of planning applications received over the last five years (or just 2017 if this goes against Freedom of Information regulations) - for example, new developments, extensions, conversions, etc.
D
If the figures are held, please also kindly provide the average amount of time between schemes receiving planning permission to work being completed.

The Department does not hold the information you are seeking in the form that you have requested. We are however able to give you alternative information that may assist in answering some of your questions.

To provide the data in the form that you have requested would require manually cross referencing over 1,200 planning applications per year and as such would exceed the 12.5 hour time limit set out in Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.
We have, however, been able to produce the attached report which provides details of completed building works for the years 2013 to 2017. The information within the report could be used to cross reference with the list of determined planning applications which can be found on the States of Jersey website at www.gov.je/planning.

A total of 117 planning applications for new housing were ‘determined’ during 2017. Please note that this does not necessarily mean these applications were ‘received’ in 2017. For example an application received in Nov 2016 may not be determined until 2017, likewise an application received in late 2017 may still remain pending in 2018.
We are able to confirm that in 2017 52% of approved new housing applications yielded a potential of 641 units of residential accommodation.

To provide the data in the form that you have requested would require manually sorting through approximately 1,200 planning applications per year and as such would exceed the 12.5 hour time limit set out in Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.
We have, however, been able to produce the attached report which provides a list of all of the planning applications received during 2017, together with a description of the proposed works and type for each.

Article 16 A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
