The Chief Executive Officer, Chief Minister's Office has stated publicly of his intent to move departments away from Cyril Le Marquand House to a temporary location, understood to the offices in Broad Street of the former RBC.

Please confirm the estimate of cost to effect this transfer.

B

Please confirm the name of the budget head from which the monies will be allocated.

C

What is the estimated cost of moving the servers from the 8th floor of CLMH to any new location, and what contingency plans are in place to effect a smooth transfer?

D

Will parking (free of charge) be provided to any ministers or staff at the new location to compensate for the loss of CLMH car park?

E

Will the work for the relocation, new furnishings be tendered?

F

What is the estimated time frame for the completion of these works?

A

The overall indicative project budget has yet to be finalised, but will be in the range £2m - £3m, depending on department operational specific requirements.

The budget source will be determined by the Treasury and allocated to an appropriate budget within Growth, Housing and Environment (formerly the Department for Infrastructure).

The Data Centre relocation was planned and agreed prior to the decision to relocate staff into the Broad Street office building and whilst the programme to deliver these two elements are connected, the relocation of ISD infrastructure is not within the project brief and funding.

The estimated project budget for the ISD infrastructure relocation is not yet finalised.

A planned solution to the move is being developed which will involve another Data Centre location on Jersey being implemented and fully operational. Only when this is completed will the infrastructure at Cyril Le Marquand House be switched off. This approach is designed to de-risk ‘moving’ the servers and provide a smooth operational transfer.

The Broad Street offices provide a minimal number of parking spaces that will be allocated on an operational needs basis.

A local relocation company has been appointed as the States of Jersey approved company through a previous full tender, review, scoring and interview process. Therefore, there is no requirement for a re-tendering process to be undertaken for the departmental relocation element of this project.

The new office furniture provision has been tendered through the States of Jersey ‘Approved Suppliers’ list for office furniture.

Other works will be procured in accordance with the approved States procurement processes.

The works will be completed and staff relocated in phases, commencing November 2018 and completing early in 2019. A detailed relocation programme is being developed as part of the staff engagement process.
