The 2019 Budget states that the funds for the new hospital will be allocated when needed and are estimated to be over £460 million. What budget has the existing work on the hospital project come out of as it is not allocated in the capital programme and how much has been spent on what exactly?

The funding approach and mechanism for the Future Hospital project is set out in a proposition to the States Assembly P107/2017, which was approved by 30 votes to 16 on 13 December 2017.

Prior to this, budgets were approved in the Capital programme as follows:

£10.2 million in 2014 (page 60 refers)

Of this total £32.9 million, £9.3 million was in relation to enabling schemes, including refurbishment of part of the Overdale site. Some of these costs have been treated as revenue expenditure and budgets transferred accordingly, others as individual projects, however, these costs continue to be reported as part of the total expenditure to date on the hospital project.

The remaining budget of £23.6 million (£32.9 million - £9.3 million) was allocated to the main Future Hospital project prior to the lodging of proposition P107/2017. Part (b) of the proposition creates a new fund called the Hospital Construction Fund. Part (d) of the proposition authorises funds to be transferred from the States Strategic Reserve to the Hospital Construction Fund.

On 18 October 2018 the Treasurer of the States approved the transfer of up to £8.1 million from the Strategic Reserve to the Hospital Construction Fund to meet the expenditure

incurred on the project up to 31 December 2018 that was in excess of the previously allocated £23.6 million budget.

A Treasurer’s Decision to transfer funds from the Strategic Reserve to the Hospital Construction Fund in relation to the forecast costs of the project in 2019 is pending approval.
