As we are told there is no money to give our public sector workers a fair and decent pay increase, can you please tell me who or whom has final say on giving Charlie Parker the permission / freedom to spend such astronomical amounts, on a monthly basis, on interim staff and rents on empty buildings when there is little evidence of any benefit to Jersey, who is allowing this madness to continue?

The financial management of the Government of Jersey is established by the Public Finances (Jersey) Law 2005 together with related financial directions, including approval processes for expenditure:

This outlines that the powers of Ministers include the ability to enter into contracts, which is delegated by the Chief Minister to the Chief Executive Officer, as follows:

Other Ministers, in turn exercise their statutory responsibilities, for example, the Minister for Infrastructure in relation to leases, or delegate them.

In addition, the Medium Term Financial Plan, as approved by the States Assembly, sets out budgets for individual departments:
