I would like to know:
A
Charlie Parker's budget / funds allocation to undertake the States Departments reform / initiate savings vs the target amount of savings and over what period exactly?
B
Who has undertaken these calculations? Will they be held to account if their predictions / calculations are not fulfilled?
C
If so, by whom and what are the potential repercussions if no money is saved / the costs of UK experts / consultants or recently employed staff from the UK in top management positions (including Interims) exceeds the actual savings made?

The modernisation of the public services undertaken by the Chief Executive was not specifically to produce savings, it was designed to deliver improved services and increased value for money for taxpayers. However, improvements to the public service will result in efficiencies. See the Transition report and proposed Government Plan below which has been lodged, outline budget allocations and programmes of work in support of the modernisation of government, including efficiencies. More details on the forthcoming efficiency programme will be presented to the Assembly prior to the debate on the Government Plan.

Any calculations underpinning items lodged by Ministers are performed by officials, and in the case of the Transition Report 2019, the contents were considered by the Council of Ministers, and agreed and lodged by the Minister for Treasury and Resources; and in the case of the Government Plan, considered, agreed and lodged by the Council of Ministers. Ministers are able to be held to account by the States Assembly for the areas they are responsible for.
