In December 2016 the Public Accounts Committee laid a report before the Assembly following an investigation of the arrangements surrounding the States Fuel Farm lease: it made a number of findings and recommendations including the following -

KEY FINDING 5: Jersey Property Holdings considered its role to be the maintenance and upkeep of States assets rather than strategic planning.

RECOMMENDATION 5: The Chief Executive should undertake a high level review of the management of key strategic assets, including the fuel farm, and present a report to the States.

Further to this particular finding and recommendation,

i. Did the Chief Executive undertake the review? (It is recognised that the then CE is no longer in post.)

ii. If so, when was the report presented to the States?

iii. If not, why not?

iv. When will the review be completed and presented to the States?

v. Does Jersey Property Holdings have a strategy for the management of publicly owned property assets?

vi. If so what is that strategy - where can one find / read it?

vii. If not why not?

viii. In the knowledge that Jersey Property Holdings has acknowledged its responsibility for the maintenance of public properties, why is it not carrying out those responsibilities in respect of Piquet House and 11 Royal Square?

Response

A full review is being undertaken under the auspices of the current Chief Executive, with a strategy being drafted for the management of the public estate as a consequence.

It will be presented to the Minister before the end of the year. The strategy will not be available to the public until it has been signed off.

As to Piquet House and 11 Royal Square, they are surplus to requirements in their current configuration and had not been maintained as they were awaiting disposal or alternative use. The building has since been the subject of a bid for capital funds to repurpose it for public use.
