Licencing regime for medicinal cannabis (FOI)

A previous Freedom of Information response published at the link below stated a licensing regime to regulate medicinal cannabis production and processing is in development. At that time it had not been formally submitted to either the Council of Ministers or the States Assembly for consideration, however briefings have been given to senior Ministers in all relevant Departments.

Now that medicinal cannabis licences have been issued can you confirm whether the licensing regime to regulate medicinal cannabis and processing have actually been formally submitted to the Council of Ministers or the States Assembly for approval and if they have where can they be found?

Response

In February 2021, the Council of Ministers discussed an “Economic Development Framework for Cannabis Investment in Jersey”. This included a discussion on the licensing regime as part of a broader paper on an economic development framework.

A further discussion was due to take place at the Council of Ministers on the 16 February 2021, in relation to communications and legislative amendments. 

Cannabis policy or licencing has not been referred to the States Assembly for consideration since the March 2020 response, available in the link above.
