Original Request
Was the Chief Executive's report "One Island, one community, one government, one future" submitted to the Council of Ministers? If so, when?
If it was submitted, who was present when it was considered by the Council of Ministers? What was the outcome of that consideration? Were there any dissenting voices?
Original Response
On the 28 February 2018, the Council of Ministers had an away-day to review the due diligence work undertaken by the new Chief Executive, and the details of the new Target Operating Model. Subsequent to this, the Council of Ministers met on the 28 March 2018, where they received an update from the Chief Executive regarding the restructuring of the public service in Jersey

On the 9 July 2018, the report entitled “One Island, one community, one government, one future" was published, reflecting the presentations that had been made to the Council of Ministers (and the States’ Employment Board).
Internal Review Request
I regret that the questions have not been fully answered,
The questions were "Was the Chief Executive's report "One Island, one community, one government, one future" submitted to the Council of Ministers? If so, when?" May I please have an answer to those questions? It is not an answer to state that the report was published on 9th July 2018.
In order to make the question absolutely clear, I wish to know whether the report of the Chief Executive was submitted to the Council of Ministers in draft and approved by the Council before it was published on 9 July 2018.

This review has been completed by two senior staff members of the Government of Jersey, independent of the original decision-making process.
The conclusion reached is that the original response should have been clearer as follows:
A record is not held in the Council of Ministers (CoM) minutes of the draft report being presented to them. The minutes do record, as noted in the original answer, that CoM considered topics which were covered in the report on the dates provided in the original response.
