Request
A
The Pathway 2050: An Energy Plan for Jersey, contains 27 actions statements, each of them including a number of tasks, measurements and KPIs.
Could you please provide a report of progress on those 27 action statements and their respective KPIs?
B
It is clear from Government of Jersey (GoJ) reporting, including the published greenhouse gas (GHG) inventory, that Jersey is not achieving it's target reductions on GHG.
Could you provide any revision of the Energy plan or any additional measures that are being taken or who in the GoJ is working on how to correct this situation?
Response
The Pathway 2050: Energy Plan was published in 2014 and in the three subsequent years, progress reports were published on the action statements and overall decline in greenhouse gas emissions against the 80% reduction target by 2050. These are all available on www.gov.je

Reprioritisation of resources beyond 2019 prevented us from producing further annual update reports. Jersey’s greenhouse gas emissions continue to be monitored, with an annual infographic produced. Predictions for total emissions by 2020 with the Energy plan interventions were 321.613ktCO2e (reduction of 48% from 1990 levels). Actual total emissions in 2018 were 422.4ktCO2e. (reduction of 33%).

In 2019, in response to the declaration of a climate emergency by the States Assembly and the ambition to become carbon neutral, the Carbon Neutral Strategy was published – please see the following link. The strategy builds on the progress made through the Pathway 2050: An Energy Plan for Jersey and sets out a strategic framework of principles and a central planning scenario. This covers the Energy Plan and inventory and reflects on what we have achieved in comparison to the Energy Plan’s forecast.
