Developing the Jersey Care Model: Reference P156/2020 that set out the gross cost of developing the Jersey Care Model and its associated systems at a total cost of just under £58 million over four years, please provide a detailed breakdown of how the overall figure of the nearly £58 million was calculated for inclusion within P156/2020 that was voted on and accepted by the States Assembly on 17 December 2020.

The Establishment of the Independent Oversight Board for the Jersey Care Model: On 3 November 2020 the States Assembly voted in favour of P114/2020, the Jersey Care Model. The Assembly also voted in favour of an amendment by the Health and Social Services Scrutiny Panel to P114/2020 for an independent board to oversee the development and introduction of the Jersey Care Model. On Thursday 19 August 2021, during a meeting with the Health and Social Services Scrutiny Panel, the Health Minister announced the appointment of Hunter Healthcare to select the members of the oversight board:

We do not recognise the figure of £58m. On Page 7 and 9 of P.156/2020 the following budget figures for the JCM were stated:

Recruitment costs for the IOB, which also includes the selection of the Chair of the Health and Care partnership Board are £30k, plus VAT.

The current plan leads to the Chair being appointed in November and being involved in the selection of the other members. The recruitment agency advised against running the recruitment over the summer due to availability and attention of potential candidates, which has pushed back timelines. On that basis the first meeting will be possible in December 2021 / January 2022 depending on board member availability.
