C

Please list the Civil Servant roles, from the date at A above to the current period, showing yearly increments in each case.

Response

A

Following a review of information held, in a reportable format, it has not been possible to identify which year any Civil Servant’s remuneration exceeded £100,000.

However, on page xxiii of the attached Annual Accounts for 2000 it states that in 1999 there were 10 staff that had a remuneration in excess of this figure.  It is not known, without further extensive research whether those individuals were Civil Servants or if they fell into a separate pay scale.

It is estimated that to undertake this work would exceed the time limit as prescribed by Regulation under the Freedom of Information (Jersey) Law 2011.  Article 16 has therefore been applied.

Please also note that the figures provided may include pension allowances and other benefits as well as salary.

B

Information on Civil Service salaries above £100,000 are shown in the Annual Report and Accounts. These reports are publicly available on www.gov.je from 2003 to present.

Annual Report and Accounts for the States of Jersey (gov.je)

As this information is already accessible by other means, Article 23 of the Freedom of Information (Jersey) Law 2011 applies.

Accounts prior to 2003, are also available publicly at Jersey Archive.

2002 : Annual financial report and accounts of the States of Jersey for 2002 (Jersey Heritage)

2001 : Report not held, however 2002 provides the figure for 2001

2000 : Please see attached.  This report also provides the figure for 1999

2000 Annual Accounts

Increments are used within the Civil Service payscales:

GD Civil Service pay scales pay scales.pdf (gov.je)

These basic salaries do not exceed £100,000.  Above this, Civil Servants would be on personal contracts, which do not include increments. Therefore, we are unable to provide information about increments.

The role titles are shown within the Annual Reports from 2010.

Article applied

Article 23 - Information accessible to applicant by other means

Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
