Request

What number (and as a proportion) of students aged 5-11 (KS1 and KS2) 11-16 (KS3 and KS4) and 16-18 (KS5) by year group and Key Stage - each week or by half term - have uploaded their LFT results in order to track and trace positive COVID cases since September 2021? How many of those tests were negative? How many were positive? Particularly since the rules changed to reduce PCR testing of Direct Contacts.

Response

In order to answer the questions, data has been taken from the LFT registration database and de-duplicated. Year group of each student was taken from what was entered into the database by the individual. For a minority of students (less than 8%) where no year group information was entered, year group was estimated using date of birth (e.g. children born between 01/09/2015 and 31/08/2016 assumed to be in Year 1). Note that data entry errors may have been made when students/parents registered details.

The attached tables show the number of students in each year group who registered at least one test result in the first and second half-terms of Autumn 2021. Please note that during the first half-term, the schools LFT programme was initially aimed at Secondary school pupils only, which is why the number of primary school aged students registering test results was very low in the first half-term. The reduction in PCR testing for school Direct Contacts was brought in during the second half-term period.

Lateral Flow Tests uploaded results tables

The number of total tests submitted for each year group that were negative or positive is shown, bearing in mind that each student can submit multiple test results across the half-term period.

Disclosure control has been applied where numbers are fewer than five to protect the identity of individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

The proportion has not been provided as that would require creating new data, which Scheduled Public Authorities are not required to do under the Freedom of Information (Jersey) Law 2011.

Article applied

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if – (a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and (b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
