Excluding the child abuse enquiry, please list the top five investigations (concluded or still under investigation) by external police forces that have been carried out to investigate the States of Jersey Police (SoJP) in order of time spent in the last ten years.
This list should be limited to actions that have led to external police forces being engaged to investigate the States of Jersey Police following complaints from members of the public since 2012 following their unsatisfactory conclusions of the internal police investigation process.
Please include on this list the type of incident involved by category, the name of the Chief of Police at the time the original complaint was made, the Chief of Police at the time the external investigation was made. Please also include the total time spent on the external investigation, the total cost (estimated if needed), and the conclusion, in other words, SoJP cleared, action taken against individual officers and multiple officers, the SoJP as an organisation. Where necessary, please include the types of action taken, in other words, discipline, additional training, expulsion, criminal or civil proceedings taken against an officer or officers.
Please, where possible, include the name of the external police force investigating the complaint.

The States of Jersey Police (SOJP) files and financial accounts are not configured in such a way that this information is readily retrievable.
All invoices from all external police forces over a ten-year period would need to be extracted from the accounts system. Each such invoice would then need a manual examination to determine whether it relates to an external investigation or whether it relates to an unrelated service provided to SOJP. It is unlikely that the invoice would detail the number of hours spent by investigating officers.
Even if this level of detail was available within the invoices, further work would then be required to identify the type of incident involved by category, the name of the Chief of Police at the time the original complaint was made, the Chief of Police at the time the external investigation was made, and the conclusion of each investigation.
It is estimated that this search could potentially take hundreds of hours and certainly significantly longer than the 12.5 hours permitted by Article 16(1) of the Freedom of Information (Jersey) Law 2011 and a response is therefore declined.
