A public consultation took place last year in relation to proposed changes to speed limits in the Parish of St Clement. The survey was launched on 22 August 2022 and closed on 16 September 2022. It is noted that, as at 5 March 2023 new speed limit signs have started to appear on roads discussed in the survey so it seems conclusions have been reached and decisions have been made on changes to speed limits.
Please provide the following information in relation to the survey:
A
A redacted summary of responses to the survey.
B
An explanation for the delay in publishing the results of the survey (as outlined in para 10 of the Code of Practice on Public Consultations here:
Public consultations and stakeholder engagement (gov.je)
C
Details of how the survey was publicised (dates and locations, for example., date the survey was announced on gov.je, the date it was added to the 'Live consultations' page on gov.je, where and when it was promoted on Facebook and on what pages, when press releases were issued to the media, and so on).
D
Where the survey was promoted online, is it possible to trace responses where people 'clicked through' from a link on, for example Facebook? If so, is it possible to provide numbers of respondees from the various sources?
Response
A
A copy of the response summary is available in the link provided in response to question B below.
B
The public consultation period ended on 16 September 2022.
The factors detailed below have delayed the Transport section within Infrastructure & Environment (I&E) from publishing the final report.
- The survey questionnaires were submitted both online and in a hand-written format
I&E required sufficient time to process and redact personal information from these questionnaires before the full analysis of the consultation results could begin in December 2022
- I&E needed time to consider and assess further speed reduction requests made as part of the survey data return.
It should be noted that the consultation report should be published on www.gov.je in the area linked below within 12 weeks.

The survey was added to the live consultations page on 22 August 2022.
The Government of Jersey did not promote the survey on other social media platforms.
However, in co-ordination with the survey going live, the Parish of St Clement posted a link to the Government of Jersey consultations page via their website and Facebook page on 23 August 2022.
