It should be noted that the registered owners are sent invite letters two months ahead of the Periodic Technical Inspection (PTI) due date.

DVS does not maintain a list regarding the number of unique vehicles tested annually, therefore, the requested information is not held and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.

The Driver and Vehicle Standards (DVS) system records all initial PTI tests, and any re-tests carried out, however it does not differentiate between the two, therefore, it does not provide an accurate number of unique vehicles tested.

The DVS system is not configured in a way that will allow extraction of details requested.  A manual search of records would be required in order to obtain this information. 

It is estimated that it would take in excess of 12.5 working hours to locate and retrieve the data requested.  Therefore, this part of the request will not be processed further. Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied.

It is the registered owner's responsibility to ensure that their vehicle has a valid PTI, where required, however as a courtesy, since October 2022 DVS endeavour to notify the new owner where it is noted that the PTI has expired or due to expire within the next two months.

Articles applied

Article 10 - Obligation of scheduled public authority to confirm or deny holding Information

(1) Subject to paragraph (2), if –

(a) a person makes a request for information to a scheduled public authority; and

(b) the authority does not hold the information, it must inform the applicant accordingly.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
