Request
Please provide details on Infrastructure and Environment and The Studio spending on branded clothing by uniform type (jumpers, t-shirts and jackets) for the last three years.
Please also provide written reasoning why this branded clothing is required, particularly for The Studio which, by its website description, is a media department, and who signed off the spending.
Response
Branded clothing is provided by the Government of Jersey for identification and professionalism which consists of safety gear, polo shirts, waterproofs, hats, Velcro badges, trousers, fleeces and high visibility clothing, however, it is not possible to itemise costs by clothing items due to the invoice providing a final amount rather than detailing individual items.
The total amount spent on branded clothing, that is held on record within Infrastructure and Environment over the last three years is £16,800.20.
To provide further detail would exceed the 12.5 hours allowed for Freedom of Information responses in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014. Article 16 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.
The Government of Jersey provides videographers, photographers, and colleagues engaging with the public with a branded uniform, which consists of a t-shirt and / or hoodie. This assures the public that they are authorised to capture video and photos at events for government purposes, and aids in quick identification, ensuring authorised access to events and venues.

Article 16 A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
