His title is Category Manager Information Services (IS).

The service provided as category manager is to provide oversight and specialist input for the procurement of technology related goods and services for the entire category of IS spend across all States departments.

The Category Manager Information Services is employed as a contractor for the States of Jersey.

The role was established in 2010; the incumbent was initially engaged on an interim contract basis to undertake procurement projects in support of the States of Jersey’s Comprehensive Spending Review.

In 2011, a recruitment process to appoint a Category Manager Information Services was undertaken. 

No suitable candidates were identified in this process and in July 2012 the service was competitively tendered and the contract awarded to the incumbent contractor.

In July 2015, a second recruitment process to appoint a suitable candidate to the role was advertised both on and off Island. 

This process was also unsuccessful. 

The existing contractor’s role was therefore evaluated and approval was obtained from the States Employment Board to negotiate rates with the contractor that were comparable with roles of this level in this industry sector.

The contract including the commercials / rate is currently being re-negotiated due to the scale of the IS procurement and eGov programme.

This is a specialist role. 

During the period 2010 to 2015, two recruitment processes have been undertaken and, as no suitable candidates were identified, the States of Jersey has maintained the relationship with this contractor on the basis outlined in the response above.

A daily rate is paid. 

The contractor is responsible for booking and paying for all travel, hotel accommodation and ancillary expenses such as taxis and subsistence. 

The States of Jersey does not reimburse any of these costs.
