Please provide the Training Needs Analysis statement and Business Case for the Government of Jersey’s current Executive Leadership Course and provide an estimate of the total cost of its proviso and the numbers of anticipated participants.

The strategy clearly outlines SEB’s commitment as an employer to ‘develop an internal leadership development programme that supports our values and further builds our performance culture’. Furthermore, the Strategic Workforce Plan identifies ‘Leadership Development and Talent Management’ as a priority for improvement. The Plan includes the intention to invest in a leadership development programme to prepare individuals for leadership roles, ensuring a more continuous supply of skilled managers and leaders. The programme was initially piloted in February 2024 with a single cohort. Following the pilot, there has been a roll-out of four additional cohorts of up to 30 leaders from tiers 1 to 4 of the organisation over the following six months. An evaluation of these initial Cohorts will be undertaken before deciding next steps. Although the initial programme was delivered by the provider, this included a train the trainer element and as a result cohorts three to five have been facilitated by a local provider who now assists in delivering the programme.
Feedback received so far from those attending the programme has demonstrated the effectiveness of developing shared tools and techniques that will enable better equipped leaders in the workplace. Colleagues reported feeling ‘privileged’ to have attended, feeling ‘valued’ and ‘inspired’ and appreciated the ‘investment’ in terms of course setting and content; and the time to ‘focus on their learning, develop / refresh their skills’. In addition, feedback has shown that bringing senior leaders / managers together from different departments at different levels has been beneficial, helping to facilitate learning and enabling networking.
As requested, the estimated cost of the programme to the end of the planned five cohorts is £221,878 and it is envisaged that more than 135 participants will have benefited from the programme at that stage. Furthermore, the amount paid to the provider entitles the Government of Jersey to run additional cohorts for up to 65 further participants with limited additional costs.
