The Jersey Lottery was established in the 1960s with the specific goal of providing funding to build the Fort Regent Centre and to maintain it for the Public of the Island.

In 1967, the States Assembly first adopted a proposition that profits from the public lotteries be devoted to Fort Regent. This was superseded in a proposition adopted by the States Assembly in 1981 which kept some profits allocated to Fort Regent but also gave the Association of Jersey Charities (AJC) the profits accruing from one lottery draw each year (the Easter Bumper Draw). The share of proceeds devoted to charitable and community purposes was further expanded in subsequent propositions and in 2001 the States Assembly adopted P.11/2001 Channel Islands Lottery: future format and allocation of profits which agreed that “the Jersey proportion of the profits of the Channel Islands Lottery during 2001 should be paid to the Association of Jersey Charities for the benefit of the community and the charitable needs of the Island”. The States Assembly have adopted propositions in every year since to agree the distribution of the lottery proceeds to charitable causes, most recently via the P.15/2024 Channel Islands Lottery Distribution of Proceeds 2024 which can be accessed via the following link:

The Gambling (Channel Islands Lottery) (Jersey) Regulations 1975 sets out that the proceeds from sales of all Channel Islands Lottery tickets are to be applied “in such manner and for such purposes of public benefit as the States shall from time to time by Act direct”.  There is no reference in the 1975 law Regulations to protecting any funding stream for Fort Regent.

For the period 2014 to 2020, all payments were made to the Association of Jersey Charities.   From 2021 to date, distributions have been split equally between the Association of Jersey Charities and The Jersey Charitable Foundation.

In 2024 additional growth funding was specifically allocated to ensure the continuation of services provided at Fort Regent. This funding was necessary to maintain facilities dedicated to clubs and community services until the completion of the Oakfield sports centre project, which had to be re-tendered and constructed. The budget allocation for 2024 was aimed at keeping these essential services operational, ensuring that community and sporting activities could continue without disruption during the transition period, as shown in the table below.

In addition to the above allocated budget, Jersey Property Holdings as corporate landlord also allocated a further £151,172 to carry out planned and reactive maintenance on the Fort regent site as shown below:

The responsibility for preserving the value of Fort Regent is shared between the Fort’s tenants, and the Jersey Property Holdings and Sports teams within department for Infrastructure & Environment.​
