I am writing to formally request information under the Freedom of Information (Jersey) Law 2011 regarding the Government of Jersey’s expenditure on defence. Specifically, I would like to request the following details:
1. The amount of money spent by the Government of Jersey on defence in the last 4 fiscal years.
2. A breakdown of where these funds are allocated or sent each fiscal year, including the names of recipient entities (e.g., organisations, governments, or contractors) and the purposes of these payments.
If any of the information requested is exempt from disclosure under the law, I kindly request that you provide an explanation for each exemption applied and supply all non-exempt information available.

The total amount spent includes money expended locally and includes payments to the Ministry of Defence. A further breakdown of where funds are allocated or sent will not be provided to safeguard national security. Therefore Article 27 of the Freedom of Information (Jersey) Law has been applied.

Article 27 - National security
(1) Information which does not fall within Article 26A(1) is absolutely exempt information if exemption from the obligation to disclose it under this Law is required to safeguard national security.
(2) Except as provided by paragraph (3), a certificate signed by the Chief Minister certifying that the exemption is required to safeguard national security is conclusive evidence of that fact.
(3) A person aggrieved by the decision of the Chief Minister to issue a certificate under paragraph (2) may appeal to the Royal Court on the grounds that the Chief Minister did not have reasonable grounds for issuing the certificate.
(4) The decision of the Royal Court on the appeal shall be final.
