I noticed that the JTSF employer pension contributions reduced from 16% to 10.8% in 2022.

This was in the same year as pension debt was repaid in 2 lump sums of £134,500,000 on 31/5/22 and £706,819 on 29/7/22 as stated in R64/2023.

Can you explain in simple layman terms:

A) is this the reason employer contributions were reduced and

B) Where this money came from?

The requested information is publicly available and is detailed in the Government Plan 2022, which agreed the pension refinancing. Article 23 of the Freedom of Information (Jersey) law 2011 has been applied. Please see the link below.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
