Why do Jersey cricket have a licence to recruit people without 5 year residency, when there are local fully qualified candidate that fulfils all of the attached criteria?

Jersey Cricket Limited hold 2 licensed permissions which can be used for the roles of Jersey National Coach and Chief Executive Officer. Both permissions were granted in line with policy at the time of application.
