Subject: Request for Information on Public Defibrillators in Jersey (2019-2025)
I am writing to request the following information regarding defibrillators in public spaces in Jersey:
A
The number of defibrillators currently (as of 2025) installed in public spaces across Jersey.
B
The number of defibrillators that were installed in public spaces in Jersey in 2019.
C
The cost of each defibrillator currently in use.
D
The evidence or data used to justify any additional purchases or installations of defibrillators since 2019.
Thank you for your time and assistance. I look forward to your response.
Response
Purchasing and maintaining defibrillators in public spaces is not a responsibility of the Government of Jersey (GoJ). GoJ departments and non-government organisations may choose to provide PAD site numbers and locations for their publicly accessible defibrillators to the State of Jersey Ambulance Service (SoJAS). Due to this being a choice, the information SoJAS holds may not be complete and may not be accurate if the organisations do not provide correct information and updates.
A
Information provided to SoJAS by other GoJ departments and other organisations indicates that there may be 109 defibrillators installed in public places.
B
Information provided is current and we do not hold historical records. Therefore Article 3 of the Freedom of Information (Jersey) Law 2018 applies.
C
Publicly accessible defibrillators have been purchased by the organisations who hold them, so records of the cost of each defibrillator currently in use are not held. Therefore Article 3 of the Freedom of Information (Jersey) Law applies.
D
For the reasons cited above, the GoJ does not hold this information. Therefore Article 3 of the Freedom of Information (Jersey) Law applies.
Article applied
Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
