In the last five years Release on Temporary Licence (ROTL) has been granted to 43 prisoners convicted of offences that were categorised as drug offences?

A

I would like to know how many from these 43 prisoners breach and lose the Temporary Licence?

B

I would also like to know how many of these 43 prisoners have been reconvicted in relation to drug offences after their release?

Response

This question refers to data provided in the response to a previous FOI request 202-03-95245. It is with regret that the answer given was incorrect as the data provided related only to those released on Home Detention Curfew and not to all forms of temporary release.

Further investigation of data from 2010 to 2015, related to all forms of temporary release, has identified that the number of prisoners convicted of drug offences granted ROTL was 80 and not 43 as previously reported. In order to correct this error, 42 hours have been spent collating this information, far exceeding the time limit, but it is appropriate to set the record straight.

The questions posed in this request have been amended accordingly and are stated below with responses:

A

How many from these eighty prisoners breach and lose the Temporary Licence?

During the requested period and for the offence in question, 10 prisoners have breached and lost their Temporary Licence.

B

How many of these eighty prisoners have been reconvicted in relation to drug offences after their release?

The States of Jersey Prison Service would not normally hold information on all reconvictions, however our research has shown that five prisoners from the 80 have been re-admitted to the prison at a later date for drug offences.
