Under States personnel policies are chief officers of States departments allowed to take part in flexi-time arrangements that are available for more junior staff?

B

How many chief officers have taken flexi-time leave in the last two years? What is the total number of hours’ extra leave they have had as a result?

A

Chief officers have contracts of employment which require them to work the hours necessary to fulfil their duties. 

As might be expected, this often means they are working in excess of the standard working hours of civil servants which is 37 hours per week.

B

No recording of chief officers’ hours takes place; hence we cannot answer question B.

For clarity, chief officers are not entitled to participate in the flexi-time arrangements that are in place for other employees. Any hours taken as time off in lieu as compensation to the hours worked over and above 37 hour per week are done so on a trust basis. There is no requirement for them to be recorded, hence it is not possible to provide a detailed record for each chief officer.

If you have any specific issues relating to an individual chief officer you can address your concern to the Chief Executive to the Council of Ministers and Head of the Public Service, or in the instance of the query being against the Chief Executive, the matter can be raised with the Chief Minister in his capacity as Chair of the States Employment Board:
