Summary

​This scoping report is a series of analyses undertaken to support the Department of the Environment in assessing whether a policy position or policy guidance is needed regarding the use and disposal of fluorinated gases (F-gases). Jersey is not covered by the EU F-Gas regulation, however it is a signatory of the Montreal Protocol through the UK.

The report is split into four parts:

  • the first discusses the outcomes of sector analyses investigating the main cause of the trends seen in Jersey's F-gas emissions
  • the second investigates the additional data required to improve methods applied in the F-gas inventory
  • the third provides guidance on how F-gas emissions could be projected in order to evaluate the needs and effects of policies in future years
  • the fourth summarises the conclusions and recommendations of this report

The conclusions and recommendations are as follows:

  • the underlying methodology applied to estimate Jersey's F-gas emissions is appropriate and does not need to be improved considering the current significance of these categories
  • the proxy data used for these calculations is, generally, appropriate.  However there are some modifications that require implementation, or further investigation, for Jersey's 2018 Greenhouse Gases inventory submission
  • communicating the underlying trends for the Jersey F-gas estimates should be improved in Jersey's online infographic, by ensuring that the tooltip seen for these categories gives an explanation for the causes of the increasing emissions trends
  • simple projections can be calculated for the F-gas estimates if this becomes a priority for the department in the future
