​This report is published alongside the Proposed Government Plan 2020-2023. It provides additional information on the how the Council of Ministers propose to tackle the declaration of a climate emergency (P.27/2019), the preparation of a plan to aim to be carbon neutral by 2030 by the end of the 2019 and the proposed creation of a climate emergency fund.
