Summary
Hopkins Architects were appointed by the Minister for Planning and Environment in March 2009 to produce a masterplan for the north of St Helier area.
The masterplan design was required to contain the following features:
- remediation of contamination of the former gas works site
- a town park on the site of the former gas works site
- commuter, residential and shopper parking facilities totalling no more than 800 spaces
- outline proposals for the identified potential development sites within the area of study, to include layout, landscaping uses, scale, height and appearance (details and materials)
- proposals for lifelong and sheltered homes (minimum 100 units of accommodation)
- provision of defined pedestrian and cycle routes through the area
As well as the possibility of including:
- a major community, cultural or heritage facility eg. a National Gallery
- new police HQ adjoining the St Saviour’s Rd
- opportunities for States office accommodation
