It was commissioned to outline the requirements of each department for designing a co-ordinated Island approach to developing, maintaining and monitoring the provision and services for children with serious emotional and behavioural difficulties.

It was anticipated that the report would then be considered and approved by the appropriate committees of the States of Jersey at that time.
