Summary
This report was written by Kathie Bull of Ofsted. It was commissioned to outline the requirements of each department for designing a co-ordinated Island approach to developing, maintaining and monitoring the provision and services for children with serious emotional and behavioural difficulties.
It was anticipated that the report would then be considered and approved by the appropriate committees of the States of Jersey at that time.
The report is divided into 4 sections for the purposes of publication.
Part 1
The first part of the report, in summary, says:
- this is the first time that 3 different States committees (Home Affairs, Education, Sport and Culture and Health and Social Services) have come together in the Island to address the issue of child behaviour which is both ongoing and worrying, and try to resolve it
- to make a significant change in this area, where child behaviour is concerned, significant change and expenditure will be required, as the recommendations contained in this part of the report show
