Summary
This report was written by Kathie Bull of Ofsted. It was commissioned to outline the requirements of each department for designing a co-ordinated Island approach to developing, maintaining and monitoring the provision and services for children with serious emotional and behavioural difficulties.
It was anticipated that the report would then be considered and approved by the appropriate committees of the States of Jersey at that time.
The report is divided into 4 sections for the purposes of publication.
Part 2
This section of the report says that:
- there is sufficient evidence to suggest that the demographic of Jersey's young people is changing to reflect greater degrees of dissatisfaction, disciplinary and offending behaviour
- all services need to adapt to provide a streamlined approach to deal with such behaviour, so it can be better monitored
- children in care who offend can have complex needs which need to be met
