Summary
This report was written by Kathie Bull of Ofsted. It was commissioned to outline the requirements of each department for designing a co-ordinated Island approach to developing, maintaining and monitoring the provision and services for children with serious emotional and behavioural difficulties.
It was anticipated that the report would then be considered and approved by the appropriate committees of the States of Jersey at that time.
The report is divided into 4 sections for the purposes of publication.
Part 3
In this section of the report, the findings show:
- education is of paramount importance, and children being excluded from school in Jersey is a worrying issue
- school exclusion needs to be addressed
- there is no standard approach to overseeing children's needs, their schooling, or, where necessary, therapeutic services
- it is essential that highly skilled staff are retained by the States of Jersey to work with children with complex needs
