Summary
In July 2010 the Minister for Housing issued a policy statement establishing a Housing Transformation Programme to address the outcomes of a review carried out by the Cambridge Centre for Housing and Planning Research. The Minister’s statement indicated his commitment to:
- the establishment of an independent regulator of social housing applicable to all residential providers in Jersey
- the formulation of a new rents policy to establish a sustainable relationship
- between social housing rents and the overall rental market
- the change in status of the present Housing Department
A number of draft versions of this report were produced between June 2011 and July 2011. The report was never finalised. Relevant aspects of the research undertaken were carried over into further work which has informed the published proposition P.33 - The Reform of Social Housing and the accompanying detailed report R.15 - States of Jersey Housing Transformation Program: Full Business Case.
