Dumaresq Street, Beresford Street, and Peter Street, St. Helier: Zebra Crossings Approval

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Purpose of the Report

 

To approve the installation of trial zebra crossings on Dumaresq Street, Beresford Street and Peter Street.

 

 

Background

 

The Connétable of St Helier has requested the Minister for Infrastructure to consider the installation of ‘Jersey’ zebra crossings on Dumaresq Street by its junction with York Street and on Beresford Street and Peter Street at the junction with Bath Street.  

 

 

Discussion

 

A ‘Jersey’ zebra crossing is a zebra installed without belisha beacons.  The Road Traffic (Pedestrian Crossings) (Jersey) Order 1982 is different to the equivalent legislation in the UK in that it permits the installation of crossings without belisha beacons.  This reduces installation cost and street furniture and is considered appropriate where approach speeds are low and the area is well lit, as is the case at the proposed locations.

 

An earlier assessment of these locations had concluded that zebra crossings were not required but that a “raised road table” with the appearance of granite setts should be installed at the junction of Beresford Street and Bath Street.  The Connétable subsequently requested the Minister to install ‘Jersey’ zebra crossings at the two locations and to monitor them for a trial period.  The cost of the installations would be considerably less than the proposed raised table and would be met by the Parish of St Helier. 

 

A review of the proposed crossings has concluded that jersey crossings could be installed at the two locations at low cost without increasing safety risk subject to their impact being monitored.  In order to improve visibility at the Dumaresq Street crossing, the unloading bay on York Street would be reduced at its northern end by approximately 2m.

 

 

Recommendation

 

The Minister is recommended to approve the designs as detailed on the attached drawings and to instruct the Department to arrange the installations with subsequent monitoring.
