Fiscal Stimulus Plan: Education, Sport and Culture Budget Allocation

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:

Economic Stimulus Plan: budget allocation to the Education, Sport and Culture Department (“ESC”) in relation to projects to be undertaken by the skills and training project team.

Decision(s):

The Minister approved the allocation of £924,200 to the Education, Sport and Culture Department, to be transferred to the department budget as soon as possible and allocated to revenue expenditure as set out in the accompanying report.

 

He further instructed the skills and training project group to report on spend of all stimulus monies, and project progress/performance, on a monthly basis in accordance with guidelines set by the Treasury.

Reason(s) for Decision:  

A discretionary fiscal stimulus allocation from the Stabilisation Fund of £44m has already been approved. The £924,200 approved funding will enable the skills and training project group to commence a number of projects at the beginning of the academic year 2009/2010 or sooner.

Resource Implications:

No resource implications other than those already approved at the States’ debate (P55/2009) on 19th May 2009.

Action required:

Treasury to be informed of decision to release necessary funds to the ESC budget.

Report summarizing recommendations of the Fiscal Stimulus Steering Group

Background

 

Education, Sport and Culture (“ESC”) has, in accordance with Treasury guidelines, formed a Project Team which is responsible for the delivery of the 5 initiatives to enhance skills and training opportunities available on the island during the downturn that have been included in the Treasury and Resources Minister’s provisional programme of fiscal stimulus projects.

 

A number of those projects are intended to be rolled out for the forthcoming academic year or sooner, in order to provide skills and training opportunities to individuals affected by the downturn as soon as possible, providing timely support to individuals.

 

Fiscal Stimulus Steering Group Recommendation

 

At a meeting of the Fiscal Stimulus Steering Group on 24th July 2009, various documents submitted by ESC in accordance with the programme governance structure, including project plans and financial projections, were discussed in respect of the additional places at Highlands College, the Youth Training Initiative and the Careers Service Strengthening

 

Further to discussion of those documents the Fiscal Stimulus Steering Group recommend to the Treasury and Resources Minister that £924,200 relating to part of the proposed ESC spend for the 2009/2010 academic year is allocated to enable the schemes to be launched. Additional recommendations will be made in respect of these schemes at a later date/s, if and when it is appropriate to release additional tranches of funding.
