Central planning vote to grainville phase 5 (inclusive of provision for music services) capital head of expenditure, to fund a feasibility study
- Purpose of Report
To accept a budget transfer of £175,000 in 2016 from the Central Planning Vote (CPV) to the Grainville Phase 5 (inclusive of provision for Music Services) capital head of expenditure to fund a feasibility study on the proposed phase of the school improvement works.
2. Background
The redevelopment of Grainville School began in 1991, and Phase 5 will represent the final stage in this process. The aim of this project will be to bring all parts of the school into line with the minimum UK recommended standards, with the focus being on the West Wing and Link Building.
The present accommodation for the Jersey Music Service at Fort Regent is considered to be unsatisfactory for a number of reasons, including a shortage in rehearsal and performance space, persistent dampness, a lack of storage facilities for musical instruments and personal belongings, and safeguarding concerns with regard to toilet facilities. The premises also have the drawback of being in a separate location from the service’s administrative headquarters at Mont Cantel.
The budget now includes for the construction of new or refurbished premises for the Jersey Music Service on the Grainville Campus.
3. Next Steps
The Architect needs the support of a full design team comprising the Quantity Surveyor, Structural Engineer and Mechanical & Electrical Engineer in order to complete the Feasibility Study. Other appointments will need to be made to provide specialist information such as Surveys, Ground Investigations and Ecology etc.

- Recommendation
The Department for Infrastructure Minister is recommended to accept a budget transfer of £175,000 in 2016 from the Central Planning Vote (CPV) to the Grainville Phase 5 (inclusive of provision for Music Services) capital head of expenditure to fund a feasibility study on the proposed extension phase of the school improvement works.
- Reason for Decision
The funds are required to enable the feasibility study to proceed and it is estimated the study will cost a maximum of £175,000.
- Resource Implications
As a result of this decision the newly created Grainville Phase 5 (inclusive of provision for Music Services) capital head of expenditure will be allocated a feasibility budget of £175,000. The Central Planning Vote budget will decrease by an identical amount. This decision does not change the total amount of expenditure that would be approved by the States for the next phase of the school, and following approval by the States of capital funding the amount received for the feasibility study will be transferred back to the CPV in the year in which capital funds are allocated. If, however, the States should decide not to approve the capital project, then it would be the responsibility of Education, Sport and Culture Department to repay the CPV from alternative sources of funding.
