Budget transfer to Home Affairs for Jersey Community Relations Trust

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):  The Treasurer approved a non-recurring budget transfer of £7,700 in 2013, £43,300 in 2014 and £8,300 in 2015 from the T&R corporate contingency to the HA revenue head of expenditure for the Jersey Community Relations Trust.

Reason(s) for decision: Article 18(1)(c) of the Public Finances (Jersey) 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.

Resource Implications: The T&R corporate contingency will decrease by £7,700 in 2013, £43,300 in 2014 and £8,300 in 2015 and the HA revenue head of expenditure will increase by the identical amounts in each year.

Action required:  Business Manager to advise the Financial Performance Reporting Manager and the Finance Director, Corporate Group that this decision was approved in order for the budget transfer to be actioned.

Budget transfer from T&R corporate contingency to the HOME AFFAIRS for JERSEY COMMUNITY RELATIONS TRUST

 

 

  1. Purpose of Report

 

To enable the Minister to approve a non-recurring budget transfer of £7,700 in 2013, £43,300 in 2014 and £8,300 in 2015 from the Treasury and Resources (T&R) corporate contingency to Home Affairs (HA) for the Jersey Community Relations Trust.

 

 

  1. Background

 

The Jersey Community Relations Trust (JCRT) was set up as a charity by the States in 2004. Its aim is to eliminate discrimination on any grounds by promoting good relations between members of society and seeking to achieve equality of treatment and opportunity within the local community.

 

JCRT wishes to undertake a new programme of activity which aims to support the increased representation of women in public life in Jersey. This initiative has the support of former Secretary of State, Dame Tessa Jowell, who recently spoke at a seminar in Jersey about the social and economic benefits of woman’s participation in political and public life. It also has the support of the Chief Minister and Treasury Minister who are committed to looking at ways in which the SoJ can increase access to political and public life for women. The Chief Minister has invited Dame Tessa Jowell to return to Jersey in 12 months to review to the progress made.

 

The proposed Women in public life work plan includes: 

  • Work to be taken forward by the JCRT and
  • Work to be taken forward by the Chief Minister’s Department, in partnership with other Departments and external agencies.

 

Women in the States (JCRT): This one year campaign, run by the JCRT, will aim to encourage more women to stand for the States in the October 2014 elections. The JCRT will undertake a programme of activities aimed at creating awareness of the role of elected representatives, and aiming to inspire woman to stand for election.  The JCRT will also provide some skills training aimed at boosting confidence and communication skills.  

 

The campaign will focus on all women in our community (irrespective of their political beliefs) who wish to understand more about woman in politics and who may be interested in standing. It will not provide campaign support for individual candidates who are woman, but some training on how to run an election campaign will be provided before campaigning starts.

 

Women on Boards (JCRT):

This two year campaign, run by the JCRT, will be heavily linked to the Woman in the States work. It will focus on encouraging more women to take up roles on boards, whether or not via public appointment.   The JCRT will also seek to highlight any barriers to increased female participating and examine ways in which those barriers can be removed. 

 

The work will include developing a suite of support materials that increase awareness amongst woman of the opportunities that are available and support them, through networking and training events, to step up for Board positions. It will also include developing materials to support employers to consider what positive actions can be taken to support woman to take up Board positions.

3. Recommendation

 

The Minister is recommended to approve a non-recurring budget transfer of £7,700 in 2013, £43,300 in 2014 and £8,300 in 2015 from the T&R corporate contingency to HA revenue head of expenditure for the Jersey Community Relations Trust.

 

 

4. Reason for Decision
