Relevant interests of the site (also see schedule)
Jersey’s Civil Emergency Centre was first registered in 1992 and is currently on the Historic Buildings Register as a pSSI.
The site is of special historical and architectural interest. Originally built by the German occupying forces 1943/44 as a telephone repeater station, the building was adapted for use during the Cold War as the States of Jersey Civil Emergency Centre and Nuclear Monitoring Station.
The original German room layout remains largely intact although a new secure entrance was constructed and the German equipment room subdivided to house a BBC studio and control room. Other parts of the building include a large operations room and domestic areas such as a canteen and dormitory.
Advice received (MRLAG or others)
The special interest of the site was considered by MRLAG at its meeting on 10 October 2007. Members unanimously agreed that the Civil Emergency Centre should be listed as a Site of Special Interest.
JHT recommendation
Jersey Civil Emergency Centre is of great significance as the principal site in the Island relating to the Cold War.
It is recommended that the Minister for Planning and Environment:
· confirm the intention to List Jersey Civil Emergency Centre, as defined in the attached schedule, as a Site of Special Interest under the provisions of Article 51(2)(b) Planning and Building (Jersey) Law 2002 by virtue of its special interest as described in the same schedule;
approve the serving of the Intention to List Notice in accord with the requirements of the Law
Justification relating to criteria
The special interest of Jersey Civil Emergency Centre, as defined and assessed relative to the published criteria for selection, justifies its inclusion on the List of Sites of Special Interest in accordance with the provisions and purposes of the Planning and Building (Jersey) Law 2002.
