Washable Nappy Grant.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Reason(s) for decision: Feedback from the trial shows it was a success and that the grant provided the key incentive for getting parents to try washable nappies.

WASHABLE NAPPY GRANT

Purpose of the Report

To seek approval for the continuation of the £30 washable nappy grant which encourages parents to use washable nappies as an alternative to disposable nappies.

Background

Approximately 13,000 nappies are disposed of in Jersey every day. To reduce the impact this has on the Energy from Waste Plant and to find a more environmentally effective solution, a trial £30 washable nappy discount scheme was launched in 2005.

Washable nappies offer parents an environmental alternative to disposables. By encouraging parents to use washable nappies the quantity of waste going to the Energy from Waste Plant is reduced, and more of the bodily waste and associated viruses contained in nappies are treated by the Sewage Treatment Works.

Discussion

Feedback from parents suggests the trial scheme was a success. Many considered the initiative to be forward thinking and a great incentive. The Department has already received a number of enquiries from parents asking when the scheme will re-start. Take up of the scheme was approximately 10%. Even if we were to achieve 100% take up, maximum costs per annum would be £6000. These costs would be met from within our existing budget.

Recommendation

The Minister is recommended to authorise the Department to proceed with a £30 washable nappy grant.

Reason(s) for Decision

As recommended in the Waste Strategy, the grant will provide an incentive for more parents to choose and use washable nappies. The trial scheme started in 2005 has shown a £30 grant will discourage the use of disposable nappies in favour of washable nappies.

Action Required

The Department is to proceed with the current nappy voucher scheme.
