Grainville Playing Fields: Designation as recreational space as a 'Queen Elizabeth Field'

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

b)      To mark the Queen’s Diamond Jubilee year

Resource Implications:

Grainville Playing Fields: Designation as recreational space as a 'Queen Elizabeth Field'

The protection of Grainville Playing Fields

The Queen Elizabeth II Fields Challenge is a UK initiative to celebrate HM the Queen’s Diamond Jubilee by permanently protecting hundreds of outdoor recreational spaces – the target being 2,012 spaces and beyond.

The Minister for Education, Sport and Culture is committed to the importance of recreational spaces for the community. Therefore he is proposing that part of the Grainville playing fields (currently used as the cricket ground and rugby pitch), are dedicated to this cause. The fields would attain Queen Elizabeth II Fields status.

Once lost, recreational space is lost for ever. In Jersey we have a finite resource and we must protect it for future generations. Access to outdoor space is vital for communities and plays an important role in providing a place for both physical activity and relaxation. Sport and play are essential tools for developing confidence, self-esteem and learning the importance of team work. It is well documented that community recreation reduces alienation, loneliness and anti-social behaviour whilst also promoting ethnic and cultural harmony.

As 2012 sees the celebration of both the Diamond Jubilee and the London 2012 Olympic and Paralympic Games, the Queen Elizabeth II Field dedication will also prove an ideal opportunity to mark this occasion in the Jersey Community.

This scheme is administered by Fields in trust. Their role will be advisory only. Ownership of the site will remain with the States. All of the day to day decision regarding the fields would remain with the Department. Fields in Trust would only need to know about any potential disposals, including wayleaves, leases, transfers and sales. Fields in Trust would also need to be consulted about any building works on the site that lie outside the agreed use of the site.
